Every city in our area is its own jurisdiction with its own review process. What's true in one does not carry across the city line — which is why this page exists rather than a single generic service-area page.

Gilroy sits at the south end of the county, with larger lots than the north county for the money. That makes detached ADUs and additions more practical here than in cities where the rear yard is already spoken for.

Gilroy runs everything through one online system, and that is genuinely good news. GO Permit — Gilroy Online Permit — has handled permits issued since 19 June 2023, and it gives you round-the-clock access to submit, watch plan review move, book inspections and see results. You can follow your own project without phoning anyone, which is not true everywhere on our map.

Plan for the review to be a round trip. Once fees are paid a planner is assigned and the plans go out for a 30-day review by Planning, Building, Engineering and Fire at once, plus any other agency the project touches. You then get a letter listing what has to change. The City says plainly that revisions are typically necessary — so a schedule built on one clean pass is a schedule that will slip. We budget for the round trip rather than hoping.

Two south-county constraints that do not exist further north. Gilroy is inside the Santa Clara Valley Habitat Plan area, a regional conservation plan that applies to development and is a step to clear rather than a footnote. And the City publishes separate Guidelines and Standards for Land Use Near Streams, which matter on more Gilroy parcels than people expect. Both are worth checking against your specific parcel before design, because either one can move where a building is allowed to sit.

Planning is at 408-846-0440 and Building at 408-846-0451, both Monday to Thursday. Fees change, so we price them from the City's current schedule per job rather than publishing a number here that would go stale.
